The Monterey County Planning and Building Inspection Department would like to express our great appreciation for the service provided by PDC on the Rancho San Juan Specific Plan. Given that Rancho San Juan was one of the largest planned developments in Monterey County history and considering the prior litigation and controversy surrounding the project, PDC did an excellent job in preparing a plan that met the goals established for the project. These goals included the incorporation of two major plan alternatives for the Highway 101 alignments, consistency with the County General Plan and ADC guidelines, articulation of a new urbanist/sustainable design, and compliance with a court ordered stipulation agreement for the HYH portion of the project. Furthermore, PDC staff were very responsive to comments from the County and members of the public during the preparation of the specific plan.
We also appreciate PDC's efforts in developing the EIR and mitigation program. The mitigation measures contained in these documents are very detailed and comprehensive which will be critical to the ultimate success of the project.
Based on this experience we would welcome the opportunity to work with PDC in the future and would recommend your services to other public agencies needing assistance in the development of specific plans.
