Greg Shields provides almost 30 years of professional design experience. As CEO of PDC, provides principal oversight of complicated projects, maintains client relationships, and fulfills the many responsibilities of running a multi-discipline firm.
Greg is a graduate of California Polytechnic Institute in San Luis Obispo with a Bachelor of Science degree in Civil Engineering. He is a licensed civil engineer in California.
With a strong background in a wide variety of development projects, and as principal-in-charge, his experience includes site evaluation studies, engineering feasibility studies, cost estimates, engineering design, scheduling and budgeting, and construction management for many major land development, highway, and in-fill projects, right-of-way acquisition studies, and mapping.
Greg serves on numerous industry-related boards and is affiliated with many organizations such as San Diego County Building Industry Association; University of San Diego Residential Real Estate Advisory Committee; Building Industry Association’s Urban Council; San Diego Downtown YMCA; and San Diego Downtown Partnership
Debby Reece, PE, LEED AP, Vice President Engineering (San Diego)

As Vice President of Engineering, Debby manages the engineering staff at PDC and she is a Project Manager heading up the Water Resources Department which is responsible for the drainage, flood control and water quality design aspects of nearly all of the company's projects for both public and private sector clients.
A partial list of significant recent projects where Debby has provided senior project management and team oversight include:
North Embacadero Visionary Plan, a plan to transform downtown San Diego's western waterfront. The project involves shifting Harbor Drive east to create a 100-foot promenade between E Street and B Street and improvements to West Broadway from the railroad tracks to Harbor Drive to create a "Grand Hall" leading to the Harbor;
Mercado Del Barrio, a mixed use development located in Barrio Logan with 92 units of affordable housing, shopping and parking structure; and
San Dieguito Wetlands Restoration, restoring/creating over 150-acres of wetlands for the largest wetland project in California.
Debby has a Master's of Science in Civil Engineering from the University of California, Berkeley with an emphasis in hydrology and hydraulics and a Bachelor of Science Degree in Civil Engineering from Lehigh University, Bethlehem, PA and is licensed in the State of California. She is a member of the San Diego Building Industry Association Stormwater Taskforce, the Society of Women Engineers, International Erosion Control Association, Water Environment Federation, Floodplain Management Association and USGBC.
Gary Hus, LS,CFedS, Survey Department (San Diego)

As Vice President of the Survey Department, Gary manages the business units that perform boundary, ALTA, mapping, right-of-way engineering, construction staking, photogrammetry, and public utilities surveying for projects that include pipelines, water mains and related facilities; subdivisions, military installations, office complexes, Records of Survey, and large master-planned communities.
Recent significant projects where he has provided senior project management oversight include:
San Diego County Water Authority, a 12-mile 108-inch D.A. aqueduct project in conjunction with the San Vicente Dam Raise project that involved survey, photogrammetry and right-of-way engineering;
San Diego Gas & Electric, an as-needed project with up to 700 tasks annually that include easement alignment surveys for natural gas and transmission & distribution lines;
Southwest Division Naval Facilities Engineering Command, providing as-needed survey and mapping services in the Southwestern United States that include complete boundary surveys, Real Estate Summary maps and Record of Surveys of major military installations such as 32 St. Naval Station in San Diego.
Gary received his Bachelor of Arts Degree in Applied Geography from San Diego State University, and completed an Associate of Arts Degree in Surveying from Palomar College. He is a Licensed Land Surveyor in the State of California , and is a Certified Federal Surveyor. He is a member of the California Land Surveyors Association and the American Congress of Survey and Mapping.
Chris Morrow, AICP, Planning Department (San Diego)

As Director of Planning, Chris provides principal oversight of PDC’s land planning, landscape architecture, and policy & entitlements teams. Since 1986, Chris has provided planning services, and his resume includes project work on master planned communities, specific plan preparation, wireless networks, and processing and management on a wide variety of discretionary entitlement actions. Significant recent projects in which Chris has provided principal oversight include:
Center – An 8,500 acre planning effort incorporating sustainable development solutions and design opportunities in
Clovis, CA .
California Crossings – A large format retail center of 310,000 SF on a 28-acre site within the East Otay Mesa Planning area of
San Diego County, CA .
Meadowbrook Specific Plan – A pedestrian-oriented master planned residential community that allows for a mix of single family and multi-family uses integrated with parks and natural open spaces located in
Riverside County, CA .
Chris has a Master's of Public Administration and a Bachelor of Art in Public Administration and Urban Studies, with an emphasis in City Planning, from
University . He is a registered planner with the American Institute of Certified Planners. His professional affiliations include the American Planning Association, Urban Land Institute San Diego/
Tijuana Section, and the American Institute of Certified Planners. Chris has served as the Section Director of the San Diego/Imperial County section of the American Planning Association and he is a member of the Urban Land Institute Executive Committee. He also serves as chair of the ULI’s Annual Smart Growth Awards and their Technical Advisory Panels. Chris is a veteran of the US Navy’s Submarine Service.
