Project Design Consultants performed a boundary survey of Mission Bay Park and quantified the total area of the park (4,235 acres), land area (1,936 acres), water area (2,299 acres) and leasehold areas (land 462 acres, water 96 acres) to establish a total area of land and water available for commercial leases based on the ratios established in Proposition D approved in 1987. Proposition D amended the City Charter to be consistent with Council Policy 700-8, which placed restrictions on the total land and water areas of Mission Bay Park that the City may lease for commercial development.
The project required mapping the mean high water line (MHWL) for the entire 47 miles of shoreline to determine the land and water boundary. This task required 30-day tide studies to establish a tidal datum for the Bay. The National Ocean Service reviewed Project Design Consultant's procedures and endorsed Project Design Consultants MHWL elevations. The shoreline was mapped by photogrammetric methods requiring 230 aerial panels for very low altitude aerial photography. 30-miles of 2nd Order, Class II digital levels were adjusted by least squares methods. Twenty-seven (27) leasehold parcels were also surveyed and the area of land and water in each leasehold parcel was quantified.
